Safeguarding partnership quality assurance

Swindon Safeguarding Partnership (SSP) is committed to the safeguarding of children, young people and adults with care and support needs.

An important aspect of this is to assure that the quality of the multi-agency work being undertaken with children, their families and adults with care and support needs, is effective and of a consistently good quality throughout the borough, and that robust multi-agency safeguarding arrangements are in place.

Aims of the quality assurance framework 

Quality assurance is a continual learning process using a range of different methods to understand quality and impact.

The aims of the framework are to: 

  • provide oversight of the effectiveness of multi-agency practice and the impact on outcomes for children, young people and adults with care and support needs 
  • celebrate and evidence best practice 
  • highlight areas for improvement 
  • provide assurance that improvements are made 
  • disseminate learning

Learning and improvement framework

Swindon Safeguarding Partnership Learning and Improvement Framework demonstrates how learning is identified, disseminated and implemented in practice within a multi-agency context, to improve outcomes for children and adults within Swindon. 

The Learning and Improvement Framework is central to Swindon’s Multi-Agency Safeguarding Arrangements and is to be read in conjunction with the Quality Assurance Framework. The Framework enables learning from activities to assess the quality of multi-agency safeguarding arrangements to be taken forward to make improvements to the safeguarding system and, in turn, to improve outcomes for children and adults. 

This framework is designed to underpin and facilitate the development of a culture of continuous learning and improvement across the whole safeguarding system. 

It is based on: 

  • agreed local priorities
  • knowing our strengths, what we do well and do more of it
  • knowing what children and adults say
  • learning from national research
  • an outcomes-based accountability methodology which asks:
    • how much did we do? 
    • how well did we do it? 
    • what difference did it make to outcomes for children and adults?
