CMARAC (Community multiagency risk assessment conference)

What to refer: Focused on tackling complex anti-social behaviour cases through a victim-centred, multi-agency approach. It brings together local authorities, police, mental health, housing, and other services to share information, reduce duplication, and deliver coordinated support.

How to refer: All vulnerable adults are eligible for referral to CMARAC, particularly those at risk of harm or ongoing victimisation. Referrals are based on vulnerability, risk, and the need for a multi-agency response, and must be submitted 14 days before the meeting. Criteria: Cases must involve vulnerable individuals whose behaviour impacts others and/or who are at risk themselves. A risk assessment matrix is used to support this.
MAPPA (Multi-Agency Public Protection Arrangements) Panel
Arranged by: MAPPA is arranged and coordinated by the Responsible Authority, which consists of:
- Probation Service
- Police
- Prison Service

What to refer: MAPPA is a statutory framework through which Police, Probation and Prisons, together with other partner agencies, work collaboratively to assess, monitor and manage offenders who present a risk of serious harm to the public. The aim is to enhance public protection, reduce reoffending, and ensure effective information sharing and risk management.
Who can refer: Referrals to MAPPA are typically made by the Responsible Authority agencies – Police, Probation, and Prison Services – or by Duty to Cooperate agencies such as Children’s Services, Adult Social Care, Health Services, Housing Providers, and Youth Offending Teams when an offender meets MAPPA eligibility criteria and requires multi-agency oversight.
Individuals eligible for MAPPA fall into one of four categories:
- Category 1: Registered Sexual Offenders.
- Category 2: Violent or other sexual offenders sentenced to 12 months or more imprisonment or detained in hospital.
- Category 3: Other dangerous offenders assessed as posing a risk of serious harm and requiring multi-agency management.
- Category 4: Terrorism, terrorism-connected, or terrorism-risk offenders. A MAPPA referral is appropriate where the risks posed by an offender cannot be effectively managed by a single agency and require coordinated planning, information sharing, and risk management to protect victims and the wider public.

MARAC – Multi-agency Risk Assessment Conference

What to refer: High risk domestic abuse cases that require a multiagency approach to risk management. High risk is determined by 14 or more yes answers on the DASH, escalation (5 or more incidents in 12 months), or professional judgement. Consent is not needed to refer in the MARAC but best practice would be to seek consent unless this increases the risk of harm.
Who can refer: All agencies – please note referrer will be required to dial in to MARAC meeting to present the case to the MARAC panel. The referrer will be informed of the date and time the case is due to be heard with a link to the meeting.

MARAC Plus – Multiagency Risk Assessment Conference

Summary: The aim for MARAC Plus is to provide an intensive multi-agency response to high risk and complex cases of domestic abuse, reducing the number of repeat referrals being heard at MARAC. This function provides an escalation or referral mechanism for MARAC and other multi-agency panels.
What to refer: Complex domestic abuse cases that require longer term oversight than what can be provided by the DA MARAC function

MATAC – Multiagency Tasking and Coordination

Summary: MATAC offers a function to monitor and disrupt the behaviour of serial perpetrators of domestic abuse and high risk VAWG offenders to monitor risk and mitigate the risk of harm to current and future victims. This compliments the MARAC function.
What to refer: Those to display harmful behaviours in the context of domestic abuse or those who pose an emerging risk of harm specifically to females.

OCGM (Organised Crime Group Meeting)

What to refer: The meeting alternates between Swindon based OCGs and County OCGs and is to discuss the management of mapped Organised Crime Groups (OCGs) by Lead Responsible Officers (LROs). It enables the tracking of activity aimed at disrupting organised crime groups and provides the opportunity to discuss options. Police and Partners attend to hear the latest about the OCG members and offer support/opportunities for action against the OCG.
Who can refer: There are no direct referrals into this meeting, although an OCG can be identified by Police or partners.

Rough Sleeper Panel

What to refer: Those rough sleeping / at risk of rough sleeping but those that are in the information sharing agreement and have appointed attendees and agencies that attend the meeting.
